The Sequester and How It Might Have Affected the 9/11 Programs
The Sequester
The imposition of significant cuts as part of the “Sequester” to the two programs created by the James Zadroga Act of 2010, the World Trade Center Health Program and the September 11th Victim Compensation Fund was threatened but with the passage of the Reauthorization of the James Zadroga Act in 2015, the impact of those cuts has been mitigated.
The “Sequester”, the Government wide cuts to government programs that was part of the budget agreement in 2012 resulted in the following cuts in the funding of the two programs created by the 9/11 Health and Compensation Act in 2010.
These cuts total $69 million for the World Trade Center (WTC) Health program and $166 million for the September 11th Victims Compensation Fund (VCF).
With the passage of the James Zadroga 9/11 Health and Compensation Reauthorization the impact of these cuts have been mitigated and future sequesters will NOT impact the Zadroga programs.
Since the World Trade Center Health Program now has full funding for the next 75 years due to the reauthorization, the cuts required by the sequester will not have impact on the delivery of health care to injured and ill 9/11 responders and survivors.
The impact of the cut of 166 million dollars to the September 11th Victim Compensation Fund should be mitigated by the additional 4.6 billion dollars provided to the VCF as part of the reauthorization.
Also as part of the Reauthorization, both programs, the WTC Health Program and the September 11th Victim Compensation Fund have now been made exempt from any future sequesters that might be imposed.
